am of opinion that if 5 additional Acting Sergeants are
made with pensionable allowance of $3 per mensen each (but
no married quarters), then the number of European Constables
might be reduced by 4 in addition to the 2 European Con-
stables that I have recommended should be struck off the
strength of the Water Police.

The Force is short in Sergeants, and in my
opinion the reduction in Constables and addition to the num-
ber of Acting Sergeants will conduce to improved efficiency.
The total saving that will be effected if ali
the recommendations contained in this report are approved
will be $5,516.28 against the increase in expenditure recom-
mended in previous reports of the 13th. & 14th. instants.
